Note the report in column 7: "Position of Bessarabia"
(A New York Times reporter claimed that Germany and Russia had an agreement to allow Russia to take over Bessarabia and part of Bukovnia from Rumania. I don't have access to German or Russian diplomatic papers of the time, but the German documents that I have indicate that there was not a general "agreement" between the two states to allow this. It appears that Germany, more or less, understood that this was going to happen. The Germans, according to the documents I have, did put pressure on Rumania to cede the territory to Russia without a fight. This would of course be a benefit to Germany, because it would keep Germany from having to send any assistance to Rumania. Hitler also knew that whatever Stalin did was of little concern to Germany, because Germany was going to invade Russia in the future.)
