Note the report in column 2: "Fingerprinting Of Aliens Voted"
(The report states that all aliens must be fingerprinted was approved by the Senate judiciary subcommittee. This was to apply to all aliens coming into the country and all aliens already in the country. Apparently in 1940 even a democrat considered border security to be important. It was also important to know who was in our country and who was trying to get into our country. This is in stark contrast to today and the policy of the Biden administration, who encouraged hundreds of thousands of aliens to "surge the border" and enter the United States illegally.)
